Microgrid Assessments
PowerSurety provides microgrid assessments sufficient to baseline existing distribution networks and load-side requirements, followed by detailed project programming and engineered drawing development that sets the design basis for the microgrid. This initial concept design phase is followed by an economic analysis phase that determines costs, economic viabilities, and project returns. Typical elements of PowerSurety’s preliminary microgrid assessments include the following:
Evaluate existing power sources and capacities, including utility feeders, existing emergency generators, existing renewable generation assets, etc.
Evaluate and tabulate existing electrical system loads for each portion of the existing electrical grid, defining criticality, power quality requirements, and capability to be shed under varying scenarios.
Create a power system model using Hybrid Optimization of Multiple Energy Resources (HOMER) software to evaluate the optimal microgrid energy balance.
Develop an overall single-line diagram that illustrates the existing electrical system and the grid’s connections to the proposed microgrid installation, including generation sources, and load and isolation points.
Provide a conceptual design and narrative summary outlining the functional requirements and sequence of operations for the microgrid system, as well as the benefits of the installation.
Assessment energy project deliverables also include rough order of magnitude (ROM) costs of the microgrid system’s capital (CAPEX) and operational (OPEX) expenses.
Iterate various microgrid configurations under varying loads and utility cost scenarios to optimize economic returns.
Financial, Regulatory, and Power Systems Feasibility Report
Utility Bill Analysis including Tariff Analysis using Interval Data
Initial Power Systems Design for Microgrid
Initial Interconnection Design
Microgrid Capital and Operating Cost Iterations
Full Economic Microgrid Modeling with Future Tariff Scenarios

Structured Financing
Structuring and financing transactions is an important element of implementing energy projects, particularly if the project beneficiary wants to avoid putting debt on their balance sheet. The technical project evaluation phase also provides the time needed to evaluate and discuss potential financing mechanisms for the envisioned project. The debt payments (or service payments) can be arranged in a variety of ways and timed to the receipt of the energy savings, appropriations, or tax receipts.
To ensure the lowest possible rate, our experience supports using financing RFPs to secure the most competitive rates. Our staff have built relationships with a number of leading energy project financiers so that we can match the capabilities and transaction appetite of the financier with the needs of our client.
Our relationships include banks, leasing companies, investment bankers, and securitization conduits with these firms possessing special strengths and serving specific markets. Most are members of the Association for Governmental Leasing and Finance (AGLF) and the Equipment Leasing Association of America (ELA).
Our staff are experienced across a wide spectrum of financing types:
Public-Private Partnerships
Renewable Energy Power Purchase Agreements
Microgrid as a Service (MaaS)
CHP Energy Service Contracts
Lease Financing
Special Purpose Entity (SPE) Revenue Pledge Financing
Fuel Supply Agreements
Federal Government
Concession Agreements
Central Plant Commodity Off-Take Agreements
Central Plant Sale/Leaseback or Lease/Leaseback Transactions
Municipal Adviser Disclaimer:
PowerSurety, Inc., its affiliates and subsidiaries, are not registered with the Securities and Exchange Commission as “municipal advisors” as that term is defined in Section 975 of the Dodd-Frank Wall Street Reform and Consumer Protection Act amendment to Section 15B of the Securities Exchange Act of 1934 and therefore may not provide recommendations for specific needs, objectives, or circumstances of a municipal entity with respect to municipal financial products or the issuance of municipal securities, including with respect to the structure, timing, terms, and other similar matters concerning such financial products or issues

Project Management
Project Management (PM) defines the roles, authority, and responsibilities of key members of the project team involved in delivering a project. This includes the customer’s stakeholders, the prime or general contractor, and all subcontractors, vendors, and equipment providers. PowerSurety staff and resources support an Integrated Project Delivery (IPD) approach to maintaining cost, technical, and schedule knowledge across the spectrum of project stakeholders by using processes and tools refined through decades of real world experience. IPD is an effective methodology that enables a smooth transition of information and resources from project development phases to the work site project delivery phase. Using an IPD approach with detailed PM deliverables allows for clear communication of stakeholder requirements so goals can be closely aligned. IPD should be considered for larger and more complex projects.

Project Commissioning
PowerSurety provides key energy project deliverables for project commissioning, including the physical testing and operational verification of all major and minor components of energy systems and the control systems that monitor and sequence them. Services provided include retro-commissioning of systems that have, over time, begun to operate less than optimally. In addition to the above, services include preparing commissioning reports to document completion of projects and gain formal project acceptance. PowerSurety staff also have deep experience in performance contracting measurement and verification (M&V) processes and can support energy service companies (ESCOs) in the development of compliant M&V plans that meet contractual and regulatory requirements. We also perform M&V of energy savings for new ESPCs, as well as historical forensic analysis of previous M&V reports.
